Reforming to regain access to a permabanned account?

Long story short I got an account banned and have been trying to reform on a second account.

I have been looking into the RIOT reform system and have only found stuff about in client cards. They just said you can view the card then the client will close.

Elsewhere they say that you can have your account monitored and if you show consistent levels of game play within the Summoner's Code you can have this revoked. Yet I do not see this anywhere for banned accounts.

Would it be possible to get monitoring done on either of these accounts to somehow revoke the ban?

There is currently no system in place by which you can recover an account that was correctly banned for toxicity. In the rare instance where a player receives a personal ID ban and has every account of theirs banned on sight regardless of behavior, showing sufficient reform can stop the ban on sight policy, but will not restore any previous accounts.

You’re perhaps confusing permabans with ID bans.

Currently, there is no way to undo a perma ban unless it was issued in error.

Ship's sailed. A limited number of people are in an experiment with unbanned accounts which Tantram will find a way to interpret such that the punishment and honor systems end up stricter than they are now. Perhaps removal of the 10 game chat restriction. Perhaps a permanent ban from the honor system with any 2-week ban, permanent revocation of limited skins like Triumphant Ryze, old Victorious skins for first offense, who knows. I'm sure they will come up with something.
