The Issue of Permanently Banned Accounts

A lot of requests flood the boards complaining about banned accounts. I personally do not have a banned account, however I began thinking about possible methods for resolving permanently banned accounts that could appease both Riot as well as the player(s) affected. Generally speaking, most banned players don't stay banned because they're going to end up making a new account anyways, so there can't be that much harm in creating a method of account restoration. Is there a way to accommodate both sides?

I believe the biggest factor required for this to happen, is that the affected player should most definitely require some type of sacrifice. The best sacrifice that could be given, would have to be money -- as that's something that people tend to take very seriously, and it stands to profit Riot as well. How much money should be charged to restore a banned account? That's a difficult answer that Riot would likely need to decide, but I'm guessing anywhere from $200 - 300 or even a percent of the total amount the player had invested in said account. Anyone who unlocks their account this way would surely think long and hard about their behavior to ensure that they don't end up getting re-banned.

Even before reaching this point however, I believe first the players should have a waiting period (6 months? 1 year?) and then be required to fill out an application (because naturally some very serious offenses shouldn't ever be unbanned period) and also have to pass a behavioral test before they can even be approved for paid account release. The test should have questions such as "Which player made the right choice" for various situations that could happen in game, to ensure that said player really does understand what it means to be a sportsmanlike player and an asset to the community. After fulfilling said prerequisites, the banned player would then be able to log into the client and be presented the option to purchase an unlock for his / her account, reviewing with them once more the reason why their account was banned in the first place. Players who unlock their accounts in this matter should be re-banned at the first sign of unsportsmanlike behavior and put back into the waiting period then have to re-apply, and pay once more to have their account unlocked, instead of receiving chat restrictions like a normal player.

They already tried a program for unbanned accounts for a reformed player, called the "Level 20 Challenge". Those players would be hand picked and given the opportunity to earn their account back by showing improved behavior and reaching level 20 on a new account. However, 95% of those players simply went right back to being toxic on their main accounts. In short, players that behave so severely and/or frequently negative that they earn a permaban have an extremely small chance of changing, so it is not worth trying to get them back into the community.

As for buying it back? That's not funny. Those players are removed from the community because they make the game significantly worse for everyone else. Letting them back in because they are willing to pay would equate to a dirty cop letting criminals go for bribes; not only is it immoral, putting those people back in when they haven't learned any lesson causes the other players to leave and more revenue is lost.

No, the account is permabanned because Riot doesn't want that person in the game. You shouldn't be able to buy the right to harass or troll teammates.

Plus, we already get the "QQ I spent $XXXX on my account and it got banned." Imagine if people paid $300 to unban an account only to slip up again and get rebanned.

The current point of permabans is to discourage the toxics from coming back.

While a chunk of them certainly do come back, the point isn't to make it easier for them to come back.

The reason why you see so many requests is because these people believe that they have done nothing wrong.

Contrast that with Leavebuster, where nearly everyone on it genuinely feels bad when they dc. So they don't make requests.
