I have been perma banned

So recently I have been perma banned, ofcourse it is not for any reason, I have been toxic and I admit and I do apologize, but since this account has been banned I kinda miss it now, and now I want to play Leauge, Am I allowed to make an another account, I do have old account where I had good honor levels and where I havent been toxic so could I play on an another account? If you could tell me that would be nice.

You are allowed to make new accounts and play on other accounts

By all means, Riot would love for you to continue playing, especially if you re-buy all the stuff you paid for on your previous account. Because they aren't interested in getting toxic players out of their game, but they are very interested in your (parents') money.

I dont believe that there's technically a rule that says you can't play on an alternate account if your main was permanently banned. If there were, there's a lot of us who'd be in trouble. :P

But I will reiterate: the goal of permanent bans is to get rid of people who are inherently, uncontrollably toxic in their games. They'll end up giving you the permaban on that one as well, should you get toxic. Coming from a guy who got the perma in mid season 8 from all of bad teammates and horrible, royally tilting games I'd played since mid season 1 finally catching up to me...don't think I'm trying to be elitist. I'm simply trying to say that papa Riot comes for us all, and it really depends on how quickly you get pissed off. If you Tyler1 and explode on everyone immediately, you're gonna eat bans. If you try to be reserved, and only occasionally lose your temper to an uncontrollable point, you should be fine.

Just a pro-tip. If you're not doing AI games from 3-15, then keep chat muted. Because there is a possibility of hitting toxic players re-rolling new accounts on SR. And they don't have much to lose on a level 6 while baiting you into a flaming session with themselves.
