Perma-Banned Reform

I have a question for you. Many years ago, there existed a rule for reformed players to receive their perma-banned account back. The rule was for people who could create a new league of legends accounts the proceed to reach level 30 without being banned. This was a failure because the community for new players ended up as the most toxic. I want to propose a new idea where perma-banned players who could get an account to honor level 5 in your new system could have their perma-banned account unlocked. This is fair for the main reason perma-bans/bans are community voted as is the honor system.

Thing is that with the new honour system, you can still make it to honour level 5 without ever getting honoured. It's a lot slower but you can still get there. Also people can just buy an account or pay off someone else to level up their account.

It's not a bad idea in theory, but in practice I don't think it's appreciably different than the old challenge that so utterly failed.

This new honor system is nice and all, but the easiest way to get the most honors after a game is still just hard-carrying the game. Folks are constantly honoring for performance rather than for sportsmanship. What's stopping a decently skilled toxic player from simply impressing a bunch of bronze folks to farm honor and get their account unlocked?

Yeah wont happen. People get enough chances before a permaban, except if you try really hard at getting banned. The perma ban is like Riots last option and works as a reminding scar.

Hardcarrying is one thing but toxic people that get perma-banned cuss/harass people that feed and make them lose a game. being able to stay cool and get honor 5 while hard carrying is more difficult than it seems for toxic perma banned players.

Riot Perma-Bans accounts to show they mean it when they say "don't be toxic." But to say riot perma-bans people because they are not wanted on this game is a lie, because they say if you think you can reform please make another account.
