Can we get statistics on the reform system?

I've linked another summoners take on Toxic player. Yes its blocky. (but I agree with his proposal) To start off, I'd like to state that at one point I was toxic at one point, but the old system put me on a chat restriction for 100 games. THIS HELPED ME A TON. --- I'd like to know the success rate of this new reform system. I don't think it works for TOXIC summoners. Something we can all agree on is that its easy to make another account after being permabanned for any reason. Now with the leveling system has been halved it's even easier for toxic people to hit 30 and continue on there toxic spree. --- Im not saying it take no effort to go into ranked I'm stating that it's easier. --- Also if it is not too much to ask:

1. What is the percentage of people permabanned for toxic behaviour
2. On average, how much accounts were made a permaban
