Remedy Needed for Toxic Champ Select Experience

This happens often, and there should be a way to address it. In my most recent example, player "nghtcruise" (NA) flames chat in champion select saying he is going to AFK and/or int if the team doesn't do well. He want's to play Twitch jungle. Fine. Someone on the enemy team picks Twitch so he instalocks Soraka and says something along the lines of "whelp, time to feed". This forces one of my potential teammates to "take one for the team" and dodge, sacrificing LP.

These sorts of players should be punished. It happens far too often, and ruins the game for others. People shouldn't have to dodge to avoid harassment, and there should be a way to report it automatically. Consider instituting an "I saw you dodged" sort of prompt, so players have some relief.
