Boosters with 4-Digit Numeral Names (ex. 1712)

There's been a new trend tearing through Silver-Platinum ELO; Account Boosters, usually duo queued, using a 4-Digit Numeral Summoner Name. Have you seen these? Why are these accounts never banned? Can't you just see the game-play difference and sudden logins from difference IP addresses?

Duo-queuing is not prohibited as duo-queuing does not meaningfully impact MMR (unless someone only duo-queues).

Someone owning an account they use to play duo-queue with other players (who may or may not be paying them for “boosting”) is not technically prohibited. You have to prove they received payment for it - which no player can do (and Riot really can’t even do as the person would just lie about it).

I hate those guys with the name + 4 numbers. One feeds in every game I'm in....
