why does riots report system suck so bad

something like this has probably been posted but:

Every game i see people tell other players to fuck off or eat a dick and that's fine. But then when you tell someone to sit under tower or to lay back because they are feeding people get mad and report you and riot finds that perfectly fine to restrict you for 24 games plus take all your perks away. Whats the point of having a language filter if you can still get reported for language? The only time i ever get reported is when we actually win and the other team is salty or were doing good in our lane, and you happen to tell someone hey were loosing because your doing this this and this, but you can fix it but doing xyz. How is someone gonna get better if they are just salty your trying to give them advice or point out deficiencies and they report you saying your being negative and riot is perfectly fine with this smh.

Like others have said I'm salty and believe me I report people for the littlest thing now hoping they get banned or chat restricted since its happening to me and many others. The report system is now the most toxic/troll thing out there

and people use it as a weapon instead of a tool

...that's...that's not fine, and that sort of behavior gets punished pretty damn frequently (and reliably).

But then when you tell someone to sit under tower or to lay back because they are feeding people get mad and report you and riot finds that perfectly fine to restrict you for 24 games plus take all your perks away.

That IS fine, provided you do so in a respectful, constructive manner.

I've never seen somebody restricted for saying "stay safe, farm under tower".

I HAVE seen, countless times, people make threads with titles like "WTF rito, banned for saying to play safe??!?!1?". Invariably, when pressed for their chat logs, it turns out that they think we'll believe it was the one "stay safe" line that got them banned, not the following fifteen lines of "report this idiot bronze %%%%%% piece of shit" tantrums that unfortunately characterize a troubling percentage of those that play this game.

So if you want to be taken seriously, prove me wrong and show those logs.

They don't need to redo the system, they need to add features to increase the visibility of it so the non-toxics know their reports are doing stuff and the toxics know that their behavior isn't acceptable.
