Why should I have to be a in a lower priority que when the game crashes.

I play league very often and when I do I like to party up with some friends and play ranked or un-ranked, we play a few matches then randomly we get into another match and it comes to me to select my champ and my client crashes! On top of that I get a "timer" that I have to wait to get back into the que, leaving me separated from my party. I didn't leave any game, rage quit, whatever. So I don't understand why i get "punished"

There's a number of reason that is put into place. If there weren't a system in place to discourage queue dodging, the queue timers would be longer. Dodging in champ select isn't fair to every other player if they had taken time to ban and select champions, as well as wait for a group/game to be found. The system does not discriminate between purposeful dodges (most often seen in ARAM champ RR process) and accidental dodging, which is what happened in your case.

If you're having trouble with the client, I'd recommend hitting "Initiate Full Repair" found in the settings menu of the new client, to the top right. In the legacy client, you have to hit repair before you sign into League.

Because it sucks when people leave games. If you could just leave whenever you want, without penalty, it would take forever to get into a game because everyone would just dodge until their perfect conditions are met.
