Why are Toxic people being rewarded?

So, I post a question in the message boards. A legit question just to get my bearings on something. Someone starts flaming me in the comments, things like "Your unskilled trash", and "Uninstall this game newb", and more unnecessary things like that. I also noticed that my original post had been downvoted a large amount of times, whereas the guy who was flat out being as toxic as possible, was getting upvotes like crazy. How does that make sense? This community rewards people for being toxic now? Even though I have reported said post and person multiple times, Riot still has yet to do anything. So can someone explain what is the deal? Am I in the wrong here? Just doesn't make any sense what so ever.
