Get get that after denying 2 watch making checks.

The purpose is to make sure that you ARE ready to play before you queue up again. It gives you time to finish what you needed to do and/or fix your internet.

Just a 6 minute queue , and it won't do anything to your honor or get you in further trouble.

However, if you AFKed ingame oftenly enough, you'll get low priority queue instead, which is a much more painful punishment and can get you 14-day banned if you did it too often.

Every time you decline a game, every other player needs to be put back into the queue. In some MMRs matchmaking can take several minutes, and another minute or two each time you have to be put back into the queue. If you hit decline too many times, you are actively inconveniencing a rather large number of potential players. As a result, Riot puts a small penalty on declining too many times to ensure that you really think about whether or not you are able to accept the game.

Not a player behavior issue.
