Can someone please help me understand, why do I get restriction for this?

So background- Lee was loosing the game, and blaming Top and Bot, while having biggest death count. He asked to report top and bot, so I started asking questions about why should we report.

After this game me and Lee played few more games together, and I tries to show him how to take responsibility fora actions and not tilt/blame mindlessly. This seems like a stupid reason to get restriction. Maybe because of spam? Essentially, I didn't diss Lee, I tried to help him see that he has places to improve as well.
