Why isnt leaving punished the same as flaming

Seriously I had this question for a long time and I haven't found an answer yet. Why is leaving punished so lightly and doesnt get the flaming treatment? Saying 1 word is enough to get 14 days banned but leaving 10 games in a row only gives you 20 minute low priority queue where you can just leave the pc open while doing something else.

In season 2 I remember you could get 14 days or even permaban for leaving too many games. Now you get a slap on the wrist for ruining games and wasting peoples time.

Besides it would discourage people from saying "I go afk" and leave games to troll their team because they would actually get a meaningful ban.

Before you say the "What happens if my power goes off", "If my internet falls" etc. I will tell you that, these stuff happen once in a while unless you live in a 3rd world country and it could be easily coded to detect afking ratios rather than times because people who afk to make their team lose do it a lot more frequently than legit people who disconnect due to legit issues.

Chronic leavers that showed they left due to a malicious intent will get their account manually reviewed and get a 14-day ban.

Every case is unique in the case of leaving. Now I know MOST of the time people AFK/Leave because they're frustrated or got pissy or are acting like a child.

There are some smaller instances where an emergency may happen in the middle of a game and you have to leave without a choice, I've had this family emergency before and I didnt get busted for that one time at least.

Now in the case of people who purposefully leave games, it does suck. I've had it far too often and it can get kinda frustrating. It's also hard to tell if said player has left games regularly or if they just had enough and this is their first instance.

I think the system is pretty good for this. One time the power went out and the next day I had to take my Uncle to the hospital after his hand swelled up like 3x its original size from a bee sting. Both were during league games and I got low priority after that and I think that's fine. But, I think it typically takes two leaves or more before you get punished.

If you're repeatedly leaving games and getting a leave buster they should probably increase the penalty though. I don't like people who just leave games cause they're having a bad game. A lot of these are still winnable. I don't really know how it works though, maybe it's already like that.

They already account for games played. It's why new accounts get hit faster than older ones. But it also looks at recent history, or you could see accounts with thousands of games never getting punished.

I believe it also counts ranked leaves heavier than normal, leading to faster bans there, too.

Finally, it can also factor in non-productive actions people use to try and avoid getting booted for inactivity. And that's where reporting for leaving/afk is useful.
