If you get a perm ban will Riot ever forgive and let you come back and play? I recently got a 2 week suspension with a chat restriction and I don't know how many times you'll have to get suspended before getting the perm ban. Ive literally spent over 800$ on in-game products and it would be very disappointing to loose my account because of a few bad games that people have.
On a 14-day suspension, your next punishment of any kind will be a permanent ban. Your account will likely be in this perilous place for 3-4 months of good behavior, at which time (approximately, so don't take this as a certainty) it should drop down a tier, provided you've been playing actively for that time AND on good behavior.
So you definitely have a chance to turn things around. If you think that'll be difficult, I'd advise you to find a way to hide your chat or disable your enter button for the next 4-5 months, just to be safe. :)
After a two week ban next step is perm ban. Only reason to get a 2 week ban is if your extreme toxic in games. Even if you spent alot of money, there is rules that need to be followed because as a player you don't want people tilting you then your tilted and go into a game that tilts someone. "Domino Effect" is basically something that is not wanted in the community. Tip: as a season 1 player, use the mute button and focus on the game and work with the team.
The punishment tiers are:
10 game chat restriction 25 game chat restriction 14 day ban permanent ban
When a punishment is issued, it goes to the next punishment on the list, except for inting/trolling/gameplay issues are given a 14 day ban for the first offense because a chat restriction wouldn't do anything. Hate speech/urging self harm/extreme toxicity can also skip punishment tiers.
It takes between 3 and 6 months of regular playing to decrease each punishment tier. Shorter time if you're perfect, longer if you're still mildly toxic. In the first 20ish games after a 14 day ban even minor toxicity will cause a punishment.
the 14 day suspension is your final warning. Any behavior that warrants a punishment after that is a permanent ban.
My ultimate question...? If I get a perm ban, will my account stay that way forever or will it ever get refreshed or let me come back and play on it after a good amount of time?

If you don't follow your 14 day ban as a final warning then you lose it.

I just got perm banned for this. Doesnt make sense. I did nothing wrong. I just spent 50$ on the game today too and thats the worst part. Supporting a game where the admins are that sensitive. This is an account that a friend had given me so I had no idea that there was already previous punishment. Is there anyway to get around it? If I had known I would've just disable my enter key like what my brother did on his account because he found people to toxic.

so you got a 14 day ban, the ban that comes after is a Permanent ban, riot will not look at how much money you spent when giving it out, you will be on thin ice for about 7 months after your 14 day ban. my advice is if you have something bad to say to a teammate or enemy say it out of game from your mouth and do not type in the chat. this goes for people doing dumb stuff, people being toxic to you, just mute them and report if necessary
