Yes, if you play enough games without leaving it will go down. There is actually a notification that will popup telling you that you have improved when it happens.
It takes a lot of games though. Think like 100 games per leaverbuster punishment you have received.
Well the point of the low priority queue is to make you realize how bad of an idea it is to leave games (if it'd due to internet problem, sorry bro D:), but it goes away after a fair bit of games.
