Riot is not punishing for intentional feeding.

I recently made a support ticket for a player who has lost 19 out of his 20 games. Most of his games he goes 1/10/1 or something similar. Some games have more than 15 deaths. Many games he has 0 kills or assists. I was sure riot would ban him but a week and a half after I showed my evidence he is still playing.

They happen in ban waves. They want to be extra careful not to ban people whom are just bad.

What evidence is there to support your claim that they're feeding intentionally? Without having access to a recording, you can't make that determination. Likely intentional, but there's no proof.

What ELO is he? If he is silver or bronze its pretty normal thing.

You have evidence of bad games. You don't have evidence of any intentionality. That's what makes it hard to punish these types of offenses. Just report him, and over time, things should get settled if he is indeed intentionally feeding.

Just remember, bad KDA scores alone are not enough evidence of intentional feeding.

You are expected to have about 50% chance of winning each game. The chance of losing 19 out of 20 games is about one in 53.000. Let's adjust to MMR-change and just go extreme ballpark and multiply that by 10. 1 in 530.000. Multiply that by the 20 games of that streak and you're at about 10.000.000 games. How often do you think such a losing streak happens with the vast playerbase LoL has? And next up: How much do you think that person is tilting? How good are your stats going to be when you have just lost 19 out of 20 games?

I'd say without any further context, this isn't exactly proof that this person is intentionally losing.
