What do you mean exactly? Not trying to be difficult, it's just kind of worded in a weird way so I'm not sure if I'm fully getting it.
Overall "fun" is subjective. In terms of gameplay, "fun" at someone else's expense could be seen as griefing, and in terms of chat it could be seen as harassment or toxicity.

That aside, what exactly are you asking? People should be punished for violating the rules. If anyone purposely disrupts the game for people (and I'm not talking about picking champs people don't like, making bad decisions, or being bad at the game), then they should be punished as it goes against the rules.

I'm assuming you're referring to Nubrac's case which the ban doesn't seem very justified.
