Idea for Punishing Trolls and Flamers Faster
We could punish trolls and flamers faster if we prioritized the review of reports of players that have been punished and swifter, stiffer penalties for repeat offenders. Both ideas could be implemented to varying degrees depending on available funding and Riot's approach. However, there must be enough funding to avoid this approach which inspired my thread:

The audacity that this player showed, both in the thread and the conduct that lead to it, would never have arisen had reports of his behavior received swifter review and the validated ones been punished faster and harder. While I will provide an example of a detailed approach below, a different but also-robust one is just as necessary.
- The automated detection system receives enough reports (or any report of an ever-previously warned or punished player) to bring one to a moderator for review. The moderator reviews the report. If the moderator finds the report valid, then he will proceed to the next step.
- If the player has never received a punishment or been warned, then the moderator sends a warning that their behavior is unacceptable, that the automated report system will send every future report of their behavior for review, and that any future valid reports will lead to a punishment.
- If the player has been warned but never punished, then they are issued a one week punishment, which is chat restriction for misbehavior in chat or a ban for misbehavior in game. The warning is repeated with the addendum that the punishment will only escalate.
- If the player has received a one week punishment but no more, then they receive a two week punishment. Again the warning of escalation.
- If the player has received a two week punishment but no more, then they receive a three week punishment. They are warned that the next infraction will warrant a permanent ban.
- Permanent ban. The IP address of the account is traced and MAC address is logged into a list of other such addresses. If the trace does not end in a dense area, then any future reports from that IP will require fewer reports to be reviewed for a warning, and any future reports from that MAC address will be immediately reviewed.
This punishment system would make a history of trolling impossible and force players to live with the consequences of their punishments. From the law to the workplace, people must do so, and our Fields of Justice should no less secure against habitually toxic people. Those who find this system too harsh, please suggest ways to soften it without weakening it too much, for the current one is evidently lax enough to permit cases like Tantram mentioned.
