How do I ban someone the system cant see?

Think I posted this somewhere before, but theres a D4 player ive met around 7 times that trolls every game he is in.

As an example let me give you some of his matches in his last 12 games:

1/16/7 Dark harvest Ashe going full ap, started hextech gunblade and deaths dance 0/7/2 ADC Ammumu with Gaurdian and ignite exhuast 2/8/4 Predator Ashe support with barrier exhuast 2/11/2 Mundo Ghost Ignite 0/11/1 Sona 17min game 0/11/3 Sona 19min game 1/13/2 Sona 25min game 1/7/6 Shen top with tp ghost 0/9/2 Yuumi, 20 min game with 9 deaths on Yuumi and 2 assists took Grasp, 2 assists in a game his team had 16 kills again as Yuumi someone who can get KDA extremely easily 3/13/2 Sona, 32 min game

This is all in the last 12 games, this isnt bad luck Ive met this player 7 times, he admits to not giving a fuck, "I teach eune apes a lesson" is something I recall he told me when I asked why he was toplane with Nid support

I mean? Hes obviously not trying, he has a 49% WR with 300 games, all 7 times I met him he did FULL AD NIDALEE SUPPORT and insta went toplane, taking CS with a blue support item

Ive manually reported and ingame reported him, players who see him just go 'its this guy again' and type that he just coinflips griefs every game he is in

20% WR last 12 games (op.gg stats), 0.67 KDA on his Ashe, 0.44 KDA on his Yuumi, 1.0 Kda on his Sona, his highest KDA is 2.01 on his Nidalee probably because he just runs around the map healing people while his bot/top crumble

How do you ban someone? You don't.

You fill out a support ticket, explain to Riot what you think, and then you move on with your life.

Out of those games only a few seem like trolling...

For example, mundo ghost ignite isn't trolling. Neither is playing sona. Grasp Yuumi isn't trolling, and shen is a top laner, and taking tp ghost on him isn't trolling at all. Flash isn't a necessity you know. Its not "This guy doesn't have flash. He's trolling". It is the opposite with Hecarim where people say "This guy has flash. He's trolling." ADC mumu isn't trolling if he has a certain support. I once went against cho and galio bot and they beat us. If he had a support that combo'd well with him, then its not trolling at all.

Does seem like he should be perma banned though, with that behavior and trolling in those select games.

One time in Ranked I had a nunu jungle on our team (this was right before the rework) who completely and obviously inted to the point where he gave I think somewhere between 20-30 free kills by tower diving or walking it down, or just going into their territory and just dancing while they kill him. He was also extremely toxic when we said "stop" or "what are you doing". Immediately after that game he was on the enemy team, and I told them at the beginning of the game that I felt sorry for them because of him. He was playing nunu jungle still and like last game, inted the whole game, causing us to win. At least it gave me my lp back but it still hurt everyone on his teams that weren't against him the next game.
