For reasons that I will not mention I need to report someone that is on my friend list, but I can't find an option to do so anywhere on the client. I would prefer not needing to play a game with this person to make a report. Is there an email I can send this report to, or should I just use the closest thing to it in the ticket section?

First of all thank you for obeying the rules and not naming and shaming. Submit a Ticket is indeed the correct choice in this situation if it is an in game/client offense. If it is a boards offense then the Boards Moderation Discord is the correct place to go.

Necroing this. This needs to become a feature. Had a friend request from a guy in my previous match. Dude just started flaming in chat calling out my mother, calling people negroes and just being a complete douchenozzle. Blocked his arse but Riot should defo look in to reporting by friend list. I should not need to go through 80 hoops to report someone for being a typical league player.
