More and more toxic players

I don't know about everyone else, but DAMN. I've noticed A LOT more toxic people being placed on my teams. People constantly flaming for the most minor mistakes, constantly blaming someone else for their death, people going AFK, and worst of all people calling each other extremely insensitive words which I THOUGHT were immediate suspensions / bans (I've seen these players still get into matches despite me reporting them.)

What gives? Why does this game draw so much negativity? Why doesn't riot take this shit more seriously?
