In Riots eyes

If Riot's logic is to ignore and report verbally toxic players, what is the point of banning them. Ultimately if you ignore them by muting them then they cannot effect you for the rest of the game. If you are going to tell me because they lower the standard of communication, then by that logic players who do not say anything should be banned as well. This is of course assuming the player really did mute the toxic person, instead of antagonizing. Why not let everyone have their fun? Why value a strict policy that leaves many unhappy, instead of having one that relies on the player to take true responsibility?

Even reporting trolls is feeding them, if we all decided to give trolls literally 0 play, by simply muting them and ignoring them. I think that would be the best way to defeat toxicity.

I'll answer your question with a question: Why do you feel the need to so thoroughly dissect the simple concept of Riot not wanting people to be assholes to each other?

Muting a toxic player is a mitigation technique, not a preventative measure, since you obviously can't make an informed decision to mute somebody before they reveal themselves as toxic. And yes, the entire community banding together to mute and ignore trolls would solve everything, but it's unreasonable to suggest that as a realistic goal. There are comparable utopian ideals that could theoretically solve real-world issues of crime and violence, but people are too different and imperfect to realistically incorporate those practices without law enforcement.

Is having some personal responsibility really that hard?

Actually, I don't believe Riot's official stance has been to mute and report. That has long since the Tribunal's opening days been the stance most active voters' was to mute and report. You can't defeat toxicity by ignoring it, it'll just continue to grow and people will find alternate ways of being toxic. It reminds me of a game of URF I had recently where I had secured two kills in my top lane as Olaf and the anivia I was with got really butthurt about that and decided to follow me around the map and spam his walls to prevent me from trying to win the game. Ignoring it wasn't really an option as Anivia wasn't really talking or pinging at all. Albeit I muted him/her anyways, it still made me a bit tilted to say the least.

All in all, nobody should have to resort to muting and moving on, but it's there as a last resort to keep yourself from joining the fray.

What you don't understand is that Riots intention with banning is not to stop an individual from playing their game, but it's to punish bad behavior. They are aware that toxic players can make new accounts, but the point of banning an account is to help that person realize that they were out of hand with the verbal abuse.

You miss the point of the situation so hard it hurts.

Either that or you're legit suggesting that everyone in the team should accomodate to the troll because he shouldn't be banned and they have to make do with a permanently toxic teammate. Toxic people aren't allowed to have fun here because they ruin their team's experience in a regular basis, it isn't that hard to understand, even by going by number's alone.
