Sick of reporting toxic players and getting no satisfaction from not knowing what happened to them?

Well how about a judicial type system where if a summoner is being acted on by riot for poor behavior, how about everyone who has reported that person, gets to vote what happens to them based on the decisions riot provide?

Hopefully this way the community get some satisfaction from knowing what happened to the person.

I am the most inconsiderate and nasty summoner on all my accounts. I berate and ridicule my teammates constantly on their poor performance and have only been chat restricted one time. I don't do this because I want to, it was to prove that their is no effective penalty what so ever for negative behavior so I will continue to act in a a reprehensible way until Rito fixes the community issue.
