Hello there, during season 9 i got demoted to honor 0 and don't get me wrong i deserved it. But im trying to get reformed. So i asumed that in the new season 10 the honor level would reset like it always does but aparently its stuck at 0. Please provide some help about this issue i'm having.

If your honor level is below 2, it won't reset to 2 It has been like that every season
I don't think new season has officially started yet (not for NA at least) and there has never been a time when people with honor 0 and 1 get reset to honor 2 that I recalled. People at honor 3,4,5 will be reset to honor 2, but people at honor 0 and 1 will stay at honor 0 and 1 at the start of new season. It's not an issue. Your honor was never going to be reset to 2.

Apparently, if you were reset to 0 then you have to grind it back up.
