Proper player conduct punishment

I will keep this short and simple, to cut back on toxicity in solo queue, if you are below honor level 2, you are excluded from ranked gameplay... period. You must bring your honor level back to 2 to even participate.

Maybe implement something like limited ranked games per day/week until you fix your honor. Let's be honest here, we are trying to make the game better for people dont flame, and try to obey the rules. Is this too harsh of a punishment? I dont think so.
