Overly toxic Jinx

in this game, the jinx on our team was swearing and putting everybody down and telling everybody they suck. especially her supp, blitz. she said she was reporting people for not wearing boots and a bunch of other stupid things. the filled the chat with hate and negativity and later went afk but kept talking and let them win. why is their a way to do this still, how do these people keep getting to play games? Plz riot, make some sort of better filter to get rid of the hate and toxicity from games. and plz, ban this jinx!
