Second person that has called me a hate speech reportable word has yet to be punished

Second game in 3 days where someone has called me a %%% or %%%%%% and I report them for hate speech and they spam that nothing is gonna happen to them. Yet my account got a chat ban months ago for asking the enemy team to report a toxic inting troll I had on my team that made the entire game unbearable. Literally all I did and got flagged for negative attitude and punished immediately. Is the report system on a break or something because I'm tired of logging on days later and looking at that person and they've still been playing almost 10 or more games since the match I had with them. A person with a level 102 account should not be still playing using words like that. Hands down. Just last month a guy simply called me a retard and told the enemy team to report me for trolling all because I went to a lane I called and he lost. I reported him for slander and toxic chat and not even 2 minutes after that game got done I got that message that someone I reported was punished. Until I get one of those messages again I'm just not going to bother reporting anyone for anything period now. Wasting my time. Rant over.
