Idk this is my first ever time banned in league and its 14 days rather then chat restricted but i didnt say anything really bad aside from saying report j4 for what he said about me?

Kys is part of the zero tolerance phrase, so it's best not to repeat it. Infact, there is no need to call for reports as 1 report acts the same way as 9 reports.

Submit a ticket to https://support.riotgames.com and ask them to review the punishment. No promises, but at least they can see your history and make a decision from there.

Also, if I'm perceiving your chat correctly, I sense some passive-aggressiveness in the form of sarcasm if you don't get what you want. You might want to take it easy on that attitude, as that can get you punished as well.

You shouldn't say "kys" in any context. Never, ever say it. Even if its to tell other people that someone told you to "kys". Don't fucking do it, or you earn a Darwin Award.

their ifs is actually just a keyword scanner. dont ever say 'kys' no matter what. also dont say 'bad, report, banned'

the keyword scanner will get you
