Report System Integrity. Does it exist?

I was in a co-op game a few days ago with a person who literally bought no items and just charged up midlane for the better part of 30 minutes. We won, duh, but they still did it and somehow fed 41 kills in total. I checked this person's profile, and this seems to be all they do for multiple games everyday.

While co-op isn't serious like SR and TT, these type of people still create unnecessary difficulty for their teammates (who may be legitimately practicing and not as skilled). How has this person not been banned? How many 0-30+ with no items games of evidence do you need to take action?

Could have been a bot, but the automated system is a little wack sometimes with catching INTing. On some occasions I've seen the system insta ban accounts the first time it happens, and on other times they seem to go on for weeks. The best thing to do is to report the account afterwards for intentional feeding so that the automated system is notified.

its just hard to detect whether some guy is going 0-40 because of reasons, or if he's a 6 year old with a mouse having fun

The report system works just the same in co-op as it does in unranked, as it does in ranked.

Bots games are available for super new players, so I'd assume that every time somebody gets reported for scripting in them, there's a process to determine that it's not simply a very low-skill player. Combine that with the ease by which a scripter can flood the game with free new accounts, and you've got a pile of work for Riot to get through.
