Not only am I disgusted that I had to share a game with this individual, but the fact that I almost dodged would have ended up with this person getting to say all of this and not get reported post game. The ONLY REASON I let this game go through is because I couldn't let myself not report this guy at the end of the game.

I know Riot said that they are working on it, but they also said it isnt on the forefront of their minds or it isnt getting any priority

Maybe it should.

I actually had a queue last week where I refused to trade top lane with the jungler (I never jungle) and the guy kept flaming on and on in the most ridiculous ways I have ever seen. There literally was about 40 lines of chat with various extremely sexual and graphic content to try to insult me. Personally it was almost entertaining what this guy could come up with.

I do agree with you that reporting in champion select should be implemented I'm just not sure how complicated it would be to do so or if it would be abused.
