Higher Elo is cancer

Everyone in the higher elo are just toxic as hell. From being narcissistic (full of themself, blaming everyone but themself etc etc) to being verbally abusive. Riot fix this. Because the supposedly higher elo is where all the "elite" and sportsman like players are at but if they r the elite with this kind of toxic behavior then I don't want to be them.

Fix this how exactly? It's easy to throw a tamper tantrum and tell Riot there's a problem. It's a lot harder to come up with an actual plausible fix.

That's social economics. The bulk of middle class has equal value to gain and lose, a fact that is always on their minds. The upper class can see the peak of the ladder, and are so acquainted with all parts of the ladder enough to know their way and how to go that way. The lower class aren't even aware of what they lack, and everything gained feels like extra, but so frequently lose hold of that extra that they rarely acclamate and change class.

To be blunt, and direct, you have to alter your perspective.

A guiding constellation only exists from one perspective because of that perspective point of view.

But when you reach beyond the point of view where that constellation makes sense, it becomes time to determine a new guide. Orian's Belt is no use to you once you travel far enough.

The big Dipper doesn't even resemble a spoon anymore, and there is other light pollution behind that constellation to make the seen constellation indiscernible.

Don't think of Elo as a value, think of it as a last name. Don't caste and type people in different tiers. Until you play games with repeat summoners, you should try to view it all as one big pool of snakes trying to get bigger by eating one another. In this way, you eliminate the toxicosis by inherently accepting that everyone's progress is dependent on snuffing each other out, or by temporary alliances intended to help snuff the opposition.

Also, you need to make efficient use the ability to duo-queue, and take care to interview them thoroughly enough to determine if you should prioritize playing with them over others. This is done pretty much by talking game play comps, what if scenarios, and normal or aram skirmishes.

You determine what you want to see and advertise that in the recruitment boards.

Anyways, good luck!

You can't fiz people. As i tell all my low elo friends, the mechanics get better (kinda) but people stay the same. You can't stop people from being idiots. You can't stop one guy from being a narcissist. You can ban them yes, but u can 'force' them to learn...its unfortunate but what do you expect Riot to do. As of now we have some tools to deal and try to weed them out. But until humans stop being jerks to each other, there's not much we can do atm.
