Why is report calling reportable/frowned upon?

It also doesn't help resolve a bad situation, and at worst can drive it even further out of control.

In addition to what others have said, there's also the fact that there is no universal "valid, reportable offense", which means that even if you feel that it's obvious that the person deserves to be reported, someone else in the game may not think so.

For example, some people never report for language, only actions. So if someone is being abusive towards a teammate or is using really offensive profanity (but is otherwise participating in the game normally), when you call for reports instead of just muting him, you are—in those players' opinions—just distracting everyone from the game at hand and making it harder for your team to win. Or, let's say someone is being really careless and is continuing to overextend or facecheck bushes despite the whole team pinging them back and telling them not to in chat. If you call for reports for intentional feeding, someone else might think he's simply a bad player doing what bad players do. That person isn't going to report him, and doesn't want you to make a bad situation worse by turning the team against him.

It's up to each individual to decide whether they want to report an action (or inaction).

When you make legitimate reports (reporting for behavior that is considered reportable) then your reports gain weight. When you make reports against people who have done nothing wrong then your reports lose weight and are worth less.

By just listening to other people and reporting when they ask, you may be putting your valuable reports forward for a person that abuses theirs; which happened because they tend to make false reports while you have better judgement.

Also, don't ever report for an action you did not witness, such as when an enemy says their teammate was toxic in chat; unless you saw it in /all chat, there's no reason for you do report. If they tend to make valid reports then theirs is just as valuable and they don't need your help.

Also, reports can be a form of harassment if you're trying to influence players with the threat of it. Don't use threats to get people to do what you want.

Because it's disruptive and almost always leads to more toxicity. Lyte once said that "reported" was the most toxic word in League.

It's annoying. Plus you are basically encouraging that person to be even worse, since you are already going to report them.
