Is it ok to act like a bellend?
As long as we don't say the forbidden words or hurt feelings, it seems fun and i get most honorable player doing it and saying weird things in the all chat

Context really matters on this, and there's no solid line that makes one action okay and one not. There are some actions on one side or the other, but you're talking about stuff that's right in the middle. This is where I personally make the divide.
If you're camping someone that's fine, and if you're power farming the enemy jungle that's fine too, even though both objectively make the enemy player have a terrible experience.
If you're in chat trying to make a person feel bad, or you're doing gameplay stuff to make your own team have a terrible experience, that's not acceptable.
I don't know what that means.
it doesn't matter if anyone is offended, though. if you say things that could be construed as toxic as a joke, they will be counted as toxic if you're reported.
