Can Someone Be Penalized For This

I have read code of conduct and followed the rules the past month and improved my game play, but I do not get on often so its kind of annoying when I have this happen to me.

Starting of the game, Kalista builds stacks on red, pressed e at 400 and takes red buff, Okay I can survive its one monster I didn't even need the exp, Now I have to get some type of jungle so I went for crab. Kalista comes over to crab autos it for a few seconds and e's the crab, YES this is funny af Ill agree but in reality this adc has put me behind by a whole 2 minutes, what is basically GG at this point, I have no levels no gold and my only attack is my autos... We ended up losing the game due to this, Is there anything that can be done for this person whom honestly ruining my game, I don't even get on often Its upsetting when you log on and someone is this ignorant...

Riot please reply I do not want to cause a big problem or even waste time, I just want an honest reply, Is this breaking Code of Conduct and is there any means of punishment that can be taken, YES I reported him, Ive taken the steps in reporting but as i notice hes still in matches playing the game like nothing happened... This is kind of wrong in my opinion but Im one human so who really cares right x'D?

So, it sounds like he was griefing you. If ir was just the buff and crab then it might be hard to tell 100%. More than likely knew what they were doing but the argument would be that they just didn't account damage correctly. That is assuming bot had push and she came to help "secure" the scuttle. If she was being puahed then it does look worse.

It isn't something an automated system will be able to judge, but if you reported the inting/griefing then they may get reviewed down the line.

It's a grey area. Technically, nobody has official claim to specific creeps, as laners often take jungle camps and junglers often tax lanes. On the other hand, we can all see at face value that you were getting trolled. It's incredibly unlikely that the ADC was simply ignorant of how a jungler begins their game and did this without malice.

You don't have much recourse in the game, but it may take Riot some time to actually review the game to determine his guilt. It would be hard to teach an automated system to identify WHEN a jungle camp can be taken by an ADC, after all.

Taking two jungle camps is hardly enough to prove an intent of trolling, especially when one of them isn't even a jungle camp but is a neutral river monster open to both teams. Further, the power spike an adc gets in lane with red buff can be more than worth not giving the jungler the buff (in the eyes of the adc).

You lost the game because you let yourself tilt out of a win because you were upset at someone doing something unconventional but not against the rules.

I've seen players banned for similar things, with the reasoning given as "taking another player's role." When I've seen it, though, the player was doing more than just taking two camps from the jungler early.

Anyway, if this is something that player would be banned for, it's something they'd have to do regularly for the algorithm to establish intent with reasonable confidence. I'm not sure if this player has done that regularly, but it's not unusual to what's blatant trolling to a human's eyes go unpunished for a while due to the limitations of what an algorithm can do.

No, there is nothing you can do about it. Riot has never taken action against such players and never will because they can't distinguish it from casual farming without watching the game replay.
