A guy <removed by moderation> didnt believe you can get banned for being afk, this guy was afk and kept flaming when was afk
can somebody tell me if you can get banned for being afk?

Whether he can get banned for afk or not should have no bearing on him being banned for the flaming toxicity. You can at the very least report him for the flame.
Isn't it just leaver buster?
They do indeed get further punished.

Concerning whether or not you can get banned for AFK'ing, the usual answer is no; AFK's result in low priority queues by the Leaver Buster System. Continued AFK'ing, leaving, or otherwise not participating just results in longer low-priority queues. A manual review can lead to a ban for extreme cases, but it's very rare (most people can't stand a long low-priority queue). Since he was flaming, he's probably on his way to get punished for that anyway, and that can eventually escalate into an account ban if it's consistent or extreme.
I think you should be banned from rank for afking in ranked, but norms is a different story. You play norms to have fun because nothing is a steak and if you aren't having fun and you afk, you shouldn't be banned for going afk. The current punishment is enough as it is. There really is no point in taking norms as seriously as a lot of people do. I can understand trying to improve and get better but in the end wins don't matter. Ranked, however, is very different. Punishment should be more harsh but I still don't think afking is ban worthy in ranked. Maybe a ban from the ranked game mode itself for a period of time but not an account ban. Of course I'm taking about disconnecting and not standing in fountain to avoid leaver buster. Either way though I don't think the punishment should be any different considering it has the same effect on the team, but if riot wants to punish someone for avoiding their punishment system, that's up to them. I could support either side in that case.
