chat restriction after 14 day ban

permaban vs permamute has been a controversial topic for awhile. i had an idea.

if a player earns a 14 day ban. once thier ban is over they are indefinitely chat restricted until thier ban de escalates to tier zero "they could still earn back rewards by behaving"

this would

• reduce chat related toxicty tremendously

• give more weight to the 14 day ban. which in my opinion is still a slap on the wrist.

• alow players who get heated/competitive but are otherwise neutral or even positive some wiggle room
