Is it possible to rollback an account after chat ban?

I apologize if this isn't the right place for this

So I went on a long break from League's main servers (My last game was Jan 15th of 2019 according to my match history) and recently started goofing around on the PBE when I heard URF was back.

Well tonight I logged into my account on the live servers (NA) to find out that I had been hacked and got slapped with a 25 game chat ban when they deliberately went toxic in matches and almost admitting to hacking me "That is my only goal with these accounts is to get kids like you..." was in the chat ban alert

and my entire friends list was deleted.

The strangest thing was that whoever did it tried climbing ranked with my account which I've never done in all my years (Since open beta) of playing League.

Anyway! I was wondering if there was a way to dispute and possibly rollbackmy account. The chat ban is annoying but I can deal with that for the needed games but I would rather like my friends list back. I spent years playing with many of them and now I can't get in touch.
