A possible idea to curb on trolling and inting.(just an idea.)

People in low elos (soon to be iron,bronze, and maybe silver) know that this is a problem as it makes climbing almost impossible. However there was no way to really punish people for inting an trolling. I have an idea of what might be a solution but I'm mostly just throwing ideas out there. What if there was another division below iron that you could only derank into if you got repeatedly reported for inting and trolling? And the only way to climb out would be to either

  1. Climb back up into iron lV from new division
  2. Get honors(I would imagine u would climb in this division for each honor you get.)

While I know that there would be loop holes if Riot ever did decide to do something like this I think it is a decent idea but definitely not a perfect one. What do you guys think? Please tell me in comments and answer the pole.

it not gonna work cause with people spamming report button the system cant tell the difference and will punish the wrong people.

Your best bet for now is to download the game in your match history, watch the replay, clip them inting, and send Riot a support ticket.

Your proposed solution is basically a Prisoner's Island (toxics with toxics) ordeal, which Riot has stated numerous times that they're against implementing as they would rather the toxics either shape up or ship out.
