Can abusing ping be a punishable offense

Unless they are CAUSING your ping to be bad, then it's nothing to be punished for. This would likely require that the enemy team somehow knows your global I.P. address is likely using a DDoS/"ping-flood"-type attack.
What are they going to do? Let you push top endlessly because your ping is bad? No, because that would also be unfair. "GG, we lost the enemy <insert character> was lagging, so we weren't allowed to kill him."
You don't get a free pass in sports because you're drunk and you can't react quickly enough to play the game and the same goes here. Not the enemy's fault, not their problem. It may or may not be your fault, but it's beyond their control.
If you can't figure out what is wrong with your ping, discuss the issue with your ISP and Riot to triage the problem. Other than that, do not announce in-all chat that you are having connection issues. This is a competitive game and enemies will use any advantage to win. Plain and simple.
How did the enemy determine your ping was bad?
You are expected to have the proper equipment to properly play the game. This includes your internet connection. It may not be your fault, but if you know you have bad ping and lag consistently then it might be time to either upgrade the walmart internet or find a offline game.
Also, telling the enemy team you are lagging is like telling the enemy in a war you are out of ammunition. That's just poor strategy. Borderline reportable for assisting the enemy team. Consider that Riot took the global notification of player disconnects away and now only shows it to the teammates. Why? Because it gives away information about the team and gives an (instant) advantage to the enemy team.
