If we rounded up all the people who believe toxic players should not be permanently banned because they'll just create smurfs and be toxic to new players (Group A), and pit them against all the people who believe toxic players shouldn't be permanently banned because they'll eventually reform (Group B), who would win?

You forgot group C, probably the worst of the toxic people. They are the ones that believe in Riot's system of perma bans, or at least they play it lip service, even though all reality points that it is a failed system that doesn't work. The game is actually getting more and more toxic and people are still getting banned.
Now there are those foolish ones who believe people don't just make other accounts and that a perma ban gets rid of someone. And they don't have to play with them again, yeah ok. I think that could be group D. they are the ones who probably try to tilt people in match on purpose just so they can report them.
I voted "Gold Level Mental Gymnastics" just because Gold is Jhin's power color.
And to answer this thread, I'd say that the group A is the largest, so they'd probably win. Not everyone is positive about toxic players reforming : some don't believe in this possibility at all.
