Smurf behavior and post game trolling

So, at the end of the match as we surrendered, Sivir said "smurf btw" and in the post game, you can see the enemy team proceeds to talk a ton of trash. The way Olaf talked he was probably a smurf as well, but this is prime example of the toxic state of the game. You don't take a hardline stance against smurfs and it ruins the ladders. And even when you do, you don't have any way to enforce it beyond hopefully smashing the report button enough times to get the smurf banned for grieving. As an aside, why is there not more done to fix the people who aren't being punished, when they clearly want to do nothing but talk smack and be toxic beyond words? I get reported because someone feels salty at me for what I say, but then behavior like this where it's blatantly toxic, telling someone to quit the game because they have a bad match with a bad team?
