Yes. It's every player's right to ban any champ they don't want to play with or against. Unfortunately some will do so just to troll, but imo that's a necessary sacrifice.

Just wanted to add that in general banning your team's champion is still a crappy thing to do if it's not a fresh release. I just don't think it should be publishable.

There is no rule against banning any champ, whether it is current patch champ or someone Rito hasn't looked at in 8 years.

However, it is a dick move to do. While I can assure you you will never be punished by Rito for purely banning a champ without cause or reason (ban > pick protects you), you should be prepared to deal with very salty teammate(s) who may makes you wish you'd just let him play the damn champ...

Personally, if somebody claims to be "maining it", I'm feeling optimistic that I'm gonna get carried. Assuming the champ themselves is released in a powerful state, of course.
