Has Riot ever considered a more serious low-priority queue?

and by "more serious" I mean if someone is reported for trolling/afk in-game or whatever, then more things happen, like

maybe the next step is to prevent them from playing ranked for a while

or maybe make it so people actually need to win a certain amount of games to get out of low-priority queue to make sure they don't keep trolling or something?

Just wondering because I remember from one of the ask riots(?) someone said they don't want to make a "troll island" kind of system or whatever. But I thought if they don't want to do that they could just make low priority more of a punishment but still let them play with normal people.

Is the current system not sufficient? I haven't been through it personally, but I'd imagine that five 20-minute delays are a significant statement to the offending player that their behavior isn't appropriate.

The thing is if they made it to where they are disable to play Rank, it basically means they can do whatever they want in Normals, or any other mode. Every mode should be treated equal. As in one shouldnt be an excuse to break the rules (trolling/afk) just because its not Rank. There are people who only play a certain mode. Whether its Normals, ARAM, Vs Ai, Rank, etc they should be able to play without people who can freely break the rules.

But i do agree that if people are doing stuff like this in Rank, there needs to be a higher standard of just showing that some things are unacceptable in a mode as serious as Rank, but it needs to be done in a manner that doesnt affect other people's mode.

With that said how exactly would a Troll island work? You basically couldnt reform because i highly doubt people will be able to show improvement, and if thats the case what would even be the point of playing on that account? People would just make a new account and continue their troll like manner, till the process continues.
