I have known this guy on my friends list, I duped with him while in gold 4 elo, and then suddenly withitn 2 weeks of receiving rank rewards. He went up 4 divisions to plat 5. It was a clear change of champion style. When I asked him he said he got boosted for 3000rp. I have submitted tickets, but no consequences, is there anything else that can be done?

If you reported him that's all you can do.
As PIMPSMOOTH said, if you've submitted a ticket with all of the information that you could provide like the chat where he admits to being boosted, etc, Riot will need to review the evidence and will punish a player in a ban wave if (s)he is found to have violated the Terms of Use. You've done your part; now it's time to let Riot do their part :)
