Behavior Restrictions

It's been about 3 months since I was banned, and I STILL have behavior restrictions. I understand how to get rid of them, and I try. I don't really say much, I'm positive in games, from the usual good job when someone gets a kill or something, to trying to work with my team to get a win.But the main problem is 9 players out of 10 don't give out honor, unless they're in your pre-made. It rarely happens. Being given honor shouldn't be how to remove these restrictions. (From what I've been told, and linked to in the past, getting teamwork, honorable opponent, etc is how it's removed.) I've not been reported once since I got banned, and I still get restricted simply because people don't feel like giving out honor no matter how positive you are. I personally don't care, because I just buy skins I want, and hextech is useless to me. But for people that aren't like me, that won't spend money on the game, but are faced with the same issues. What about them? People that have changed their behavior, but because no one honors, they don't get "proof" that they've reformed? It just seems a bit broken.
