Some people have suggested adopting DOTA 2's "safe to leave" policy, where under certain conditions, you can leave the game without punishment. Maybe look into that and start petitioning for it or something. I doubt a thread of your nature will get anything done.

There is the same chance that the enemy could have those leavers/feeders.

So if you aren't leaving/feeding, that's one less leaver/feeder on your team. The odds are in your favor, over the long haul. Do your best, and try to win no matter the situation.

If you're asking if you're going to get banned for leaving one game, then the answer is "No." Multiple instances of leaving/afk will result in Leaverbuster punishments - low-priority queues. Keep doing it after that and you're going to get banned.

That said, I'm not advocating leaving under any "normal" circumstance, but have I left a game every now and then? You bet. But not ranked.
