Put some cooldown on Surrender for each player individually
Every 5 minutes a player can call a surrender vote. There is 10 minutes cooldown per player.
It's really annoying when 1 asshole spams surrender all the game

If they believe that the match is lost, they're free to throw up a Surrender Vote. Sure, it's annoying when they do so every 3~ minutes, but would you rather they actually give up or do something else to show that they think the match is lost?
We don't need extra cooldowns on Surrender Votes. 3~ minutes is enough, and there shouldn't be an individual cooldown per player.
I find it annoying to when theres Assholes in a game thinking a game is still winable when its not and keep us captive in it for longer than we should be... you see what i did there slashstriker? id rather have someone spam surrender.. over someone keeping me in a losing game longer than i need to be
