It's not not allowed, but it won't help. They're fully aware of the perception of community members such as yourself, and a ticket will really just be increasing their ticket times. I recommend instead voicing your support in the various threads around which reflect what you feel.

From WookieCookie's post, he did say anyone is allowed to send in tickets to report someone.

Make sure you have the match history so you can link the report to the game so they can do their own due diligence.

If it's been reported already, then your ticket will be marked as a duplicate and indeed increase ticket times for everyone else.
