In a game today I had a Jayce top lane who was losing pretty badly against his enemy laner, namely a Ziggs, he had pinged repeatedly for the jungle to help him but then walked back towards his turret pinging danger repeatedly after the jungle had engaged leaving them to die, several minutes later he starts to flame them and asking others to report them. My question is, is there some way we could get an option in the report options that applied to this sort of behavior?
If you're saying they were baiting their ally into engaging so they'd die, that sounds like the option for Griefing, though it's awfully hard to prove that's what was going on (and might not have been). The flaming and calling for reports would be Verbal Abuse.

This morning I had a jungler intentionally grief my lane, basically he runs in actually does something early, but then keeps entering my lane taking the kills (Generally I don't mind this because its a team game.) But he stands around over 5+ seconds taking cs, and XP after the kill gets me so far behind I can't do shit then argues...
The result is a lost lane phase + Lost game couldn't do jack shit ( I Believe this is report worthy under griefing.)
Isn't it expected of a jungler to help you clear your lane so you can leave it in a push condition so as to allow you to back and get back in time to catch the wave coming back your way without having to use tp?
