Permanently suspended awhile ago, but here to have a discussion. Does it actually work?

I'll start this off with me stating I'm a permanently suspended player.

Basically I was permed quite awhile back and instead of making a smurf and just continuing my toxicity I took a break from the game completely. I shifted focus onto other things and just gave up League as a whole. Now this account I'm posting on is the account that's suspended permanently in game. I've spent thousands on skins and gifting skins to friends, I've put in countless hours playing for fun, and it's all gone. Now I just wanted to have a small discussion on if it actually works to help reform toxic players.

I know Riot when they perm you it's basically a well cya you can't reform or play anymore, but in reality 99% of cases people just make new accounts and continue the toxic pattern. Personally I didn't follow that route, but understand how it can be enticing. In my case it worked to an extent, completely dropping the game gave me time to clear my head and work on my overall mentality towards a game.

I know there's no option to overturn permanent suspensions, but for people who truly want to come back to play and seemed to have changed their mindset and are in a good headspace there should be some sort of alternative to the permanent suspension. Personally I think a permanent mute would be a much better solution overall considering most people banned are never banned for inting, they're banned for toxicity in game chat. Stopping the problem completely with a mute before it could continue to form and become worse seems like a much more level headed solution and at the same time it doesn't hinder the player base from diminishing.

I just wanted to hear some thoughts on this matter, and if people share this sentiment or disagree.

I think the number is much much smaller than 99%. Since this game is free-to-play, there is not really an effective way to completely stop people from creating new FREE accounts to continue playing. Low level account already have lower tolerance before they are banned, so if those players continue their toxic pattern, they will be banned again that much faster.

While I have no idea what is the real number/percentage of people who are permed banned create new account (not entirely sure Rito does either), I question if that number is high enough to worry about spending resources to find an effective way to block them from creating new account.

Rito already tried escalated chat restriction for verbal toxicity until it goes into the thousands of games. They found that those people will just troll with gameplay when they can't vent their toxicity in chat. Yes, chat is much easier to detect (because your intent to be toxic is quite clear and easy to read) than gameplay. That does not mean we should trade one for the other.

Permanent punishments are not good for reform.

permanent mute is a joke and doesn't prevent people from being trolls, feeding, inting, etc.

Perm. suspension is the only thing that works and should be even stricter imo

I hate how people keep making the claim that most permanently banned players just remake an account in XX% of cases. Where is your source or proof to support this at all? There definitely are players that do and those tend to stick out because they will re-create an account 10+ times, but per Riot the majority of permanently suspended players actually quit League which is what they want.

Now regarding your solution -- permanent mute was a failed experiment. Toxic players ended up lashing out in other ways other than chat. Furthermore being stuck with a teammate who cannot chat at all to communicate a couple basic in game strategies is detrimental to the rest of the team who should not be held accountable for that player's behavior.
